É com grande inquietação que recebemos a notícia do “uso antecipado de aeronaves de construção israelense pela polícia brasileira”, como parte de um acordo de US$ 350 milhões que a polícia nacional brasileira assinou com
a Indústria Aeroespacial Israelense (IAI)(2). Através desse acordo, Israel fornecerá à polícia nacional do Brasil “dezenas de aeronaves não tripuladas”, além de múltiplas aeronaves e equipamento auxiliar(3).
Esse acordo coincide com o primeiro aniversário dos últimos ataques de Israel à Faixa de Gaza, que mataram mais de 1.400 pessoas e feriram milhares de outras, na sua maioria civis. As mesmas aeronaves que Israel vende ao Brasil foram largamente usadas para destruir casas, fábricas, escolas da ONU (Organização das Nações Unidas), mesquitas e infraestruturas palestinas básicas, causando imenso sofrimento a 1,5 milhão de palestinos que vivem em Gaza, a maior prisão ao ar livre do mundo. Como o Brasil, um dos principais defensores globais da primazia da lei internacional, pode ignorar as conclusões e recomendações do relatório Goldstone, que descreve os ataques de Israel como crimes de guerra?
O acordo Israel-Brasil é somente parte da tendência de que sejam firmados vários tratados do gênero, o que transformará o Brasil na principal porta de entrada de armamento israelense para a América Latina. A normalização das relações com Israel contradiz os valores defendidos pelo povo brasileiro, como consagrados no artigo 4º da Constituição Brasileira, em que se afirma que a política externa do País deve ser guiada pela “prevalência dos direitos humanos”, “autodeterminação dos povos”, “defesa da paz” e “solução pacífica dos conflitos”. Para além disso, esses acordos de armamento com Israel contrariam o apelo da Anistia Internacional a uma proibição total do comércio de armas com Israel.(4)
O Brasil tem o maior orçamento de defesa da América do Sul, que chegou a quase US$ 24 bilhões em 2009 – apenas uma fração do que é gasto em defesa nos EUA; na China ou nos principais países da União Europeia, o montante é significativamente maior do que o dos vizinhos, sendo a Colômbia o segundo país que mais gasta nessa área, com um orçamento de US$ 7.8 bilhões, em 2009.
Em 2000, laços militares amplos foram criados entre o Brasil e Israel, e um pouco depois, este último tornou-se importante fornecedor do exército nacional, com a Elbit Systems, o competidor da IAI, a liderar esse processo. O enfoque deu-se principalmente em áreas de alta tecnologia, mas também se estendeu às pequenas armas convencionais. Atualmente, todas as principais companhias israelenses têm suas atenções voltadas para o Brasil como mercado chave na América Latina. Em abril de 2009, o Brasil acolheu a Exposição da América Latina para o Aeroespaço e a Defesa (LAAD), que recebeu quatro principais companhias israelenses que fornecem e lucram com a ocupação de territórios palestinos, incluindo a IAI (5).
Esse acesso crescente ao mercado brasileiro, especialmente no comércio de armas, fornece à economia israelense fonte de receitas necessária, permitindo que o Estado continue a gastar em guerra e consolidando as políticas e práticas de colonização, ocupação e apartheid.
Além de fornecer ao exército israelense aeronaves militares usadas nas incursões brutais contra civis palestinos, a IAI produz novas tecnologias militares utilizadas na opressão contínua sobre aquela população. Além da vantagem econômica, Israel consegue alguma legitimidade para as suas políticas através da assinatura de acordos e tratados com países de estatuto global como o Brasil. Quando o Brasil compra armamento israelense, significa que implicitamente considera Israel como um “bom” parceiro de negócios, ajudando a limpar seus crimes e violações graves dos direitos humanos universais.
Essa nova onda de comércio brasileiro com companhias de armamento israelenses é especialmente preocupante numa altura em que o Brasil tenciona tornar-se num mediador entre Palestina e Israel. A abertura de portas ao investimento israelense no Brasil e no resto da região,
em particular no comércio de armas, só pode ser vista pela sociedade civil palestina e pelos apoiadores em todo o mundo de uma paz justa como uma forma de cumplicidade do Governo brasileiro e da elite econômica na perpetuação da ocupação, colonização e apartheid israelenses. Essa posição claramente põe em causa alguma possibilidade de o Brasil ser aceito pelos palestinos, árabes e muitos outros da sociedade civil internacional como mediador na busca de uma paz justa na região, baseada no direito internacional e no direito inalienável do povo palestino à autodeterminação.
Um ano depois do ataque brutal aos palestinos de Gaza, Israel continua com o cerco criminoso à faixa – amplamente visto como um ato de genocídio. Continua com a sua ocupação
militar e a sua colonização extensa, com o objetivo de promover uma limpeza étnica gradual da população indígena palestina no Negev, em Jerusalém ocupada, assim como em outras partes da Cisjordânia. Continua com a construção do muro, declarado ilegal pelo Tribunal Internacional de
Justiça em 2004, e a prender e reprimir ativistas de resistência popular que lutam, à luz do fracasso total da “comunidade internacional para impor o parecer consultivo, para implementar o veredito do Tribunal Internacional de Justiça para que o muro na Cisjordânia seja desmantelado.
Mantendo impunidade sem precedentes e insistindo em negligenciar totalmente as suas obrigações perante a lei internacional, Israel tem focado principalmente na sua promoção, procurando recompensas de governos ao redor de todo do mundo. Acreditamos que o Brasil não deve ser um país que ofereça tais recompensas. Assim, nós apelamos ao Governo e ao povo brasileiro, pois eles têm trabalhado incansavelmente para implementar a recomendação de que cesse o Acordo de Livre Comércio Mercosul-Israel. Ao mais uma vez assumir posição corajosa de responsabilizar Israel pelas suas graves violações do direito internacional, deve:
1. Encerrar o acordo de aeronaves IAI-Brasil;
2. Abster-se de assinar novos acordos de armamento com Israel e eliminar gradualmente os contratos existentes feitos à luz do descumprimento, por parte de Israel, das leis internacionais e da sua contínua opressão ao povo palestino.

[en] The Palestinian Boycott Divestment and Sanctions National Committee (BNC)* applauds the recommendation by the Brazilian Parliamentary Commission on Foreign Relations and National Defense to freeze the Free
Trade Agreement (FTA) between Mercosur and the State of Israel until “Israel accepts the creation of the Palestinian state on the 1967 borders.”[[1]] This
decision is an explicit act of pressure on Israel to comply with international law and is certainly in line with the Brazilian government’s respect for international law and distinguished advocacy of universal human rights. This recommendation conveys a clear message to Israel that there is a price for its continued occupation, colonization and apartheid policies against the
Palestinian people.
It is with great concern that we have received news of “the anticipated use of Israeli-made drones by Brazilian police,” as a part of the $350 million dollar drone deal Brazil’s national police has signed with Israel Aerospace Industries (IAI)[[2]]. Through this deal, Israel is to supply Brazil’s national police with “dozens of unmanned surveillance aircraft” in addition to multiple drones and auxiliary equipment.[[3]] The initiation of this deal coincides with the first anniversary of Israel’s criminal war of aggression on the occupied Gaza Strip, which killed more than 1400 people and injured thousands of others, predominantly civilians. The same drones that Israel is selling to Brazil were extensively used to destroy Palestinian homes, factories, UN schools, mosques
and basic infrastructure, causing immense suffering among the 1.5 million Palestinians trapped in Gaza, the world’s largest open-air prison. How can Brazil, a leading global advocate of the primacy of upholding the rule of law
on the international stage, ignore the conclusions and recommendations of the UN Fact Finding Mission headed by Judge Richard Goldstone which described Israel’s attacks as constituting war crimes?
The Israel-Brazil deal is only a part of a larger trend of Brazil’s massive arms deals with Israel, whereby Brazil is becoming the main gateway for Israeli weapons to Latin America. This business-as-usual relationship with Israel
contradicts the values upheld by the people of Brazil, as Article 4 of the Brazilian constitution states that the country’s foreign policy is to be guided by
the “prevalence of human rights,” “self determination of peoples,” “defense of peace” and “pacific solution of conflicts.” Furthermore, these weapons deals with Israel are in clear violation of the appeal by Amnesty International for a total ban on arms trade with Israel.[[4]]
Brazil has the largest defense budget in South America, which reached nearly $24 billion in 2009. While
this is only a fraction of what is spent by the US, China or major EU countries on defense, it is significantly
larger than the expenditure by neighboring states, as the next biggest spender is Colombia, which had a $7.8
billion defense budget in 2009.
In 2000, extensive military ties between Brazil and Israel were established, and shortly after, Israel became
a critical supplier to Brazil’s military, with Elbit Systems, IAI’s competitor, taking the lead. This was
primarily in high-tech areas, but also extended to conventional small arms. Currently, all major Israeli arms
companies have their sights set on Brazil as the key market in Latin America. In April 2009, Brazil hosted
the Latin American Aerospace and Defense (LAAD) Trade Show which hosted four key Israeli companies that supply and profit from the ongoing war waged against the Palestinian people, including IAI[[5]]. This increased access to the Brazilian market, especially in arms trade, provides the Israeli economy with a necessary source of revenue, allowing the state to continue spending on warfare and entrenching its policies and practices of colonization, occupation and apartheid.
Other than providing the Israeli military with military aircraft used in the ongoing brutal raids on Palestinian
civilians, IAI produces new military technologies used in Israel’s continuous oppression of the Palestinian
people. In addition to economic advantage, Israel derives a measure of legitimacy for its policies with the
signing of each agreement and treaty with countries of the global stature of Brazil. When Brazil buys Israeli
weapons it implicitly signifies that it accepts Israel as a “good” business partner, helping it whitewash its
crimes and grave violations of international humanitarian law.
This new surge of Brazilian trade with Israeli military companies is especially worrying at a time when
Brazil hopes to become a mediator in Palestine/Israel. Opening the doors for Israeli investment opportunities in Brazil and the wider region, especially in arms trade, can only be seen by Palestinian civil society and supporters of a just peace around the world as a form of complicity by the Brazilian government and economic establishment in perpetuating Israel’s occupation, colonization and apartheid. It clearly undermines any possibility for Brazil to be accepted by Palestinians, Arabs and many in international civil society as a fair player and mediator in the pursuit of a just peace in the region based on international law and the inalienable right of the Palestinian people to self determination.
One year after the brutal Israeli assault on the Palestinians of Gaza, Israel continues its criminal siege of the Strip — widely seen as constituting acts of genocide. It continues its military occupation and its extensive colonization, aimed at the gradual ethnic cleansing of the indigenous Palestinians in the Negev, in occupied Jerusalem, as well as in other parts of the West Bank. It continues to construct its Wall, declared illegal by the International Court of Justice in 2004, and to arrest and repress Palestinian popular resistance activists
struggling to implement the ICJ ruling to dismantle the Wall, in light of the utter failure of the “international
community” to enforce that advisory opinion. Enjoying unprecedented impunity and insisting on a complete
disregard of its obligations under international law, Israel has mainly focused on “re-branding” itself,
seeking rewards from governments around the world. We strongly feel that Brazil should not be the country
We call on the Brazilian government and people, as they have worked tirelessly to bring about the
recommendation to freeze the Mercosur-Israel FTA, to once again take a courageous stance to hold Israel
accountable for its grave violations of international law by:
1. Terminating the IAI-Brazil drone deal;
2. Refraining from signing any new weapons deals with Israel and phasing out existing contracts in light of Israel’s disregard of international law and continuing oppression of the Palestinian people.
